initial import of iotta into platon cvs

What is iotta?
It is general purpose preprocessor framework, written in perl. The module set
available is suitable for html processing.
Installation
Copy the source somewhere (into your $HOME or /opt or wherever) and create
symlinks:
/usr/share/perl5/Iotta -> $(IOTTADIR)/Iotta
/usr/share/perl5/Iotta.pm -> $(IOTTADIR)/Iotta.pm
/usr/local/bin/iotta -> $(IOTTADIR)/iotta.pl
Now, you can use iotta.
